If I am working and living in Chandigarh, can I be a voter in my native village? :

If you are working in Shimla and residing there, you are an ordinary resident of Shimla in terms of Sec 19(b). Therefore you can be enrolled at Shimla only and not in your native village.
Can one be enrolled at more than one place? :
Ans. No.
A person cannot be enrolled as a voter in more than one place in the same constituency or in more than one constituency in view of the provisions contained under Sec. 17 and 18 of R.P.Act, 1950.
Why Vote :
** The Constitution of India grants its every eligible citizen, regardless of gender, education, socio economic status or location – a right to vote and every vote counts the same
** When few people vote, a small percentage ends up electing the winning candidate who is supposed to represent the majority.
** This is not true democracy.
** The power of 1– there are many recorded cases of candidates having won or lost by one vote
Who is a SERVICE VOTER :
** Member of the Armed Forces of the Union
** Personnel of Assam Rifles, CRPF, BSF, ITBP; GREF personnel in Border Road Organisation; Central Industrial Security Force; India Coast Guard; National Security Guard
** Member of an Armed Police Force of a State serving outside the state
** Person employed by the Government of India, serving outside India
De Novo (Intensive) Registration :
** ECI has ordered de novo revision of electoral roll with respect to Service Electors…a fresh electoral roll with respect to Service Voters is being prepared now
** So all service personals who had earlier enrolled themselves as Service Electors shall also be required to ENROL AGAIN
** Last Date for receiving duly forwarded registration forms for registration as Service Elector – 31st January 2015; Accordingly you should apply sufficiently ahead of this dead line
** There is a designated Service officer in each Station/Unit whom you can access for any information/assistance related to enrolment
How to fill the postal ballot :
** Please remember that you have only one vote. Accordingly you should not vote for more than one candidate
** Record your vote by placing clearly a mark opposite the name of the candidate of your choice on the ballot paper; Your vote will be invalid if the mark does not clearly indicate your choice
** Do not put your signature, any word, sign or any other mark on the ballot paper other than the mark required to record your vote, otherwise your vote will be rejected as INVALID
** After recording your vote on the ballot paper, place the ballot paper in the smaller cover marked ‘A’ sent herewith; close the cover and secure it by seal or otherwise
** Sign the declaration in Form 13A also sent herewith in the presence an officer appointed by the Commanding Officer of the Unit, ship or establishment
** The officer will attest your signature and return the declaration to you; you must not show your ballot paper to the attesting officer nor tell him for whom you have voted
** Place the Declaration and also the smaller cover marked ‘A’ containing the ballot in the larger cover marked ‘B’. Give your full signature in the space provided on the cover marked `B‘. Close the larger cover, send it to the concerned returning officer by post or messenger
** No postage stamp need be affixed by you. You must vote ASAP so that the postal ballot reaches the Returning Officer before the specified date i.e on the day of counting, before the counting starts
