Jammu & Kashmir People’s Democratic Party :
** The Jammu and Kashmir People’s Democratic Party is a political party in Jammu and Kashmir, India.
Party Symbol : Ink Pot & Pen
** It was founded in 1999 by the former Union Home Minister, Mufti Mohammed Sayeed, and attain power in the state of Jammu and Kashmir in October 2002 assembly elections.
** Since 2004 it has one member each in the Lok Sabha and in the Rajya Sabha.
** It was a member of the ruling United Progressive Alliance until the 2009 elections.
** People’s Democratic Party is presently headed by Ms Mehbooba Mufti, while Mufti Mohammad Sayeed, who headed the PDP-Congress Coalition Government between October 2002 and November 2005, is the party’s Patron.
Constitution :
** Whereas it is expedient to draft a detailed constitution in accordance with the broad features of the declaration made on July 28, 1999 at Srinagar to form J&K People’s Democratic Party for,
** Democratic participation in the affairs of the State of Jammu and Kashmir for strengthening the democratic institutions through constitutional means.
** Strengthening religions brotherhood, inter-communal and inter-religion friendship co-operation and solidarity.
** Balance growth of the three regions of the state.
** Economic, political and social justice for all the sections of society particularly the down trodden and the backward classes.
** Empowerment of women and other weaker sections of the society.
** Protection of the Geographical and Cultural environment of the State and
** Promotion of liberal values and spirit of tolerance and protection of human rights.
Achievements :
** Specific Initiatives by PDP-Congress Government (2003-06)
** Created conducive atmosphere for initiating peace process and taking Confidence Building Measures (CBMs) to normalize relations between India and Pakistan.
** Beginning of cross LoC trade, opening of Srinagar-Muzafarabad and Poonch-Rawalakote roads.
** Establishment of two universities, Baba Ghulam Shah University and Islamic university and many more colleges and Higher Secondary Schools in the state.
** Revival of tourism in 2003 had most profound impact on Kashmir and its economy.
** Special package for tourism industry Rs. 40 crore for hoteliers, houseboat owners and shikarawallas.
** Subsidy to taxi operators for up gradation of tourist transport.
** Vacation of hotels by security forces.
** Construction of international airport at Srinagar.
** Six laning of Bypass which is now the main artery of Srinagar city. Reconstruction of bridges on the bypass, Ashaibagh, Nallah Amir Khan, Telbal etc.
** Constructions of first ever fly over at Jehangir chowk. Another coming up at Hyderpora.
** Up gradation of Airport road at a cost of Rs 10 crores.
** North South corridor (90 feet) road.
** Reconstruction of exhibition and Kashmir haat.
** Constructions under ERA. First ever instance of foreign funding for core infrastructure projects. Water supply schemes, drainage and road projects taken up under it.
** Thousands crore projects under NUURM.
** Rs 300 crores sanctioned for Dal preservation. 4 STPS constructed along with the circular drain around Dal.
** Improvement works at Hazratbal, Khanqah I Moalla, Jama Masjid.
** Establishment of Craft Development Institute (CDI), Indian institute of Carpet Technology (IICT) and Common Facility Centre(CFC) at Nowshera for development of handicraft sector.
** Beautification of Srinagar City.
** Beautification of Jehlum and other water ways with rehabilitation of encroachers.
** Restoration of historic Aali Masjid, Nishat and Shalimar gardens, Harparbat Fort.
** Restoration of Nigeen Club and improvement of Nigeen bank areas.
** Establishment of Zabarwan Park on Boulevard with a food court and Tulip Museum.
** Construction of Indian Institute of Hotel Management at Rajbagh.
** Construction of a new TRC at Nowgam.
** New Museum.
** Hajj House.
** Tulip Garden.
** New Bus terminus at Athwajan.
** Bibi Haleema Nursing College, first of its kind in the state.
** Introduction of Post graduate courses in all major colleges.
Self Rule :
A way forward :
** The Peoples Democratic Party prepares and offers this working paper on J&K as an act of hope.
** The hope lays in the belief that if the decision- makers and responsible political parties discern the categorical imperatives that have impelled this formulation, realize its intent and motive and examine its contents on merits, objectively and realistically, and not on partisan considerations or with chauvinistic mind-set, it will be possible to forge a consensus on the way forward.
** The Peoples Democratic Party is not presenting a solution; nor does it pretend to have one.
** Indeed, it is our belief that roadmaps prejudge the issue; readymade solutions make the problem a distorted image of what it actually is; and models make a mockery of specificity of the issue.
** As such, what we have attempted in this document is an internally consistent framework and indicative direction for resolution.
** We have tried to contextualise the issue at various levels and drawn the contours of a process for building sustainable peace in the State and the region.
** The essence of this document lies in trying to suggest a creative framework for resolution of the issue without compromising the sovereignty of the two nation states involved.
** We are convinced that various proposals and measures, as fleshed out in this document, address both the internal and the external dimensions of the problem in, and about Jammu and Kashmir, in a manner that is realistic and practical.
** Our effort has been to root these in the ideals of justice and empowerment for all the people of the State.
** We see our recommendations, as catalysts for change and instruments for fulfilling the aspirations of all the peoples of J&K, and regions and sub-regions of the State.
** We have not looked for solutions in the past, but we have made an effort find a way in the future.
** Areturn to the past may not be possible – indeed, if may not even be desirable.
** The past offers no hope.
** Our party recognises that we are living through a period where definitions of cultures, societies, sovereignty, and nationality are changing very rapidly and radically.
** All these issues have gone through a large number of transformations and sometimes, dramatic shifts.
** The world has undergone a change and we have to be a part of that changed system.
