ECI Biennial Election to the Karnataka Legislative Council

The term of office of 06 members of the Karnataka Legislative Council from 03 Graduates’ and 03 Teachers’ Constituencies is expiring on 21st June, 2024 due to retirement of the sitting members as detailed below:

Schedule of Biennial Election to the Karnataka Legislative Council

The Commission has decided to conduct biennial election to the Karnataka Legislative Council from above-mentioned 03 Graduates’ and 03 Teachers’ Constituencies in accordance with the following programme:

6. Hours of Poll 08:00 am- 04:00 pm
7. Counting of Votes 06th June, 2024 (Thursday)
8. Date before which election shall be completed 12th June, 2024 (Wednesday)

FAQ on Conduct of Elections

1. What is the definition of Vulnerability in context of elections?
Susceptibility of any voter or section of voters to being wrongfully prevented from or influenced upon in relation to the exercise of his or her right to vote in a free and fair manner through intimidation or use of undue influence or force of any kind.

2. What is the purpose of Vulnerability Mapping?
To identify in advance such voters or section of voters who are likely to be vulnerable, the persons or other factors causing such vulnerability and/or to identify the villages/hamlets/habitats and segments of electorate vulnerable to any threat, intimidation.

3. What are the stages of Vulnerability Mapping?
** Identification of the voters/voter segments, village/hamlets vulnerable to threat or intimidation or undue influence.
** Identification of the persons causing such vulnerability using muscle/ money power.
** Initiating preventive measures against the persons responsible for causing vulnerability.

4. When should the exercise of VM be started?
It should be started 6 months before the date of poll of last held election.

5. When is the time for final identification of the vulnerable area / segment / village / hamlet?
The final identification is to be done after the issue of press note by the Commission and before the issue of the gazette notification.

6. When is the Sector Officer appointed to look after the VM?

4(Four) months before the date of poll of last held election.

7. What is the role of Sector Police Officer in VM?
Sector Police Officer will accompany the Sector Officer and jointly conduct the exercise of Vulnerability Mapping in given area.

8. How many polling stations are covered by one Sector Officer?

10 to 12 polling stations, that can be covered in 1 to 2 hours.

9. Can central govt. officers be deployed as Sector Officers?
Yes, if required

10. Who is designated as Sector Magistrates during elections?
Sector Officer is designated as Sector Magistrate for the same area at least 7 days before the day of poll.

11. What is the minimum criteria for Sector Police Officer?

Not below the rank of Assistant Sub-Inspector or Head Constable of Police.
