ELECTORAL ROLL :
The electoral rolls of these Assembly Constituencies have been revised with reference to 01.01.2015 as the qualifying date and have been finally published on – 05.01.2015 in Meghalaya, 05.01.2015 in Kerala. 05.01.2015 in Tripura, 05.01.2015 in Madhya Pradesh, 05.01.2015 in Tamil Nadu.
ELECTRONIC VOTING MACHINES (EVMs) :
The Commission has decided to use EVMs in the byeelections in all the polling stations. Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
IDENTIFICATION OF VOTERS :
The Commission has decided that the voters identification shall be mandatory in the aforementioned byeelections at the time of poll. Electoral Photo Identity Card (EPIC) shall be the main document of identification Of a However, in order to ensure that no voter is deprived of hisher franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voter at the time of poll in the said bye elections.
** The Model Code of Conduct has come into force with effect from the date of announcement of the poll schedule, i.e. 26.5.2015.
** This Model Code of Conduct shall come into force with immediate effect in Chennai District in which the whole or any part of 11.Dr.Radhakrishnan Nagar Assembly Constituency going for byeelection is included as per the instructions issued by the Election Commission of India.
** The Model Code of Conduct shall be applicable to all candidates, political parties and the State Govcrnments concerned.
** The Model Code of conduct shall also be applicable to the Union Government in respect of the above districts) of the States concerned
I am directed to refer to the Commission’s Press Note, dated 26th May, 2015 (available on the Commission’s web-site, as per which the Commission has announced the operation of the Model Code of Conduct for the guidance of the Political Parties and Candidates from 26th May, 2015 itself.
2. The Commission has considered the release of funds under the Member of Parliament Local Area Development Schemes and has decided that-
a) No fresh release of funds under the Member of Parliament (including Rajya Sabha members) Local Area Development fund shall be made in any part of the country where election is in progress till the completion of election process. Similarly no fresh release of funds under the MLAs’/ MLCs’ Local Area Development Fund shall be made, if any such scheme is in operation, till the completion of election process.
b) No work shall start in respect of which work orders may have been issued before the issue of this letter but the work has actually not started in the field. These works can start only after the completion of election process. However, if a work has actually started, that can continue.
c) There shall be no bar to the release of payments for completed work(s) subject to the full satisfaction of the concerned officials.
d) where schemes have been cleared and funds are provided or released and materials procured and reached the site such scheme may be executed as per programme
