I have recently got married.How can I get my wife enrolled at my address?
Ans. This will depend on the following:-
(a) If your wife is a voter for the first time then she will have to fill in Form-6 for enrollment as a new voter.
(b) In case your wife is already a voter but not in the same Assembly Constituency (such as enrolled in some other Assembly Constituency of Delhi, or anywhere else in India), then she will need to fill in Form-6 for change of residence.
(c) If she is a voter in the same Assembly Constituency as you but needs only to change her address then, in such case she needs to fill in Form-8A for change of residence within the same Assembly Constituency.
(d) As proof of residence she can submit a copy of her marriage certificate or copy of the marriage invitation card.
I have recently joined Delhi University as a student.I passed school from another State / UT and I am living in Delhi in Hostel / as a paying guest / with relative / elsewhere but within the National Capital Territory of Delhi. Am I eligible to be enrolled in Delhi? If yes, what do I need to do?
Ans. Yes, you are most definitely eligible, provided that you are not enrolled anywhere else in the country and you are residing within the National Capital Territory of Delhi.
(a) You need to fill in Form-6 for enrollment as a new voter. Please attach your age proof if your are between the age of 18 to 21.
(b) As proof of residence, you have to fill in the requisite Declaration and have it duly signed by Hostel Incharge / Principal / Registrar / Director / Dean.
I am studying in Standard 12 in school.Am I eligible to be enrolled as a voter?What do I need to do?
Ans. Ans. Yes, you are eligible provided you will be 18 years of age or more as on 01.01.2012 and you live within the National Capital Territory of Delhi. You need to fill in Form-6 as a new voter and attach proof of your age and proof of residence.
I am a citizen of Delhi (not a Govt. personnel). Can I become a BLO?
Ans. No, only serving/retired Govt officials are eligible to be appointed as BLO.
Can a BLO visit my home to register me as a voter?
Ans. Voter are enrolled at home only during Intensive Revision of Electoral Rolls. During Summary Revisions Form for enrollment can be submitted at the designated locations and voter centers. When there is no revision going on, one can submit his/her application at the voter center. Form can also be submitted online at http:// ceodelhi.gov.in
I am disabled, can BLO come to my home for my enrollment ?
Ans. Such applicants may apply online. However upon receipt of a request of this sort, the BLO can be sent to the residence of the applicant for assisting.
I want to talk to some English knowing staff regarding my enrollment as a voter, but Staff at does not know English language, what should I do?
Ans. All the forms and instructions annexed are bilingual .Moreover applicant may visit our website, which is in English for any assistance/guidance/information.
BLO is not accepting ‘Post Card’ delivered to me at my residence & in my name. What should I do?
Ans. BLO is not an authority to reject any proof of residence submitted by an applicant. Applicant may bring the matter to the notice of ERO/ AERO for further necessary action. BLO is required to give his report whether the applicant is ordinarily resident at the given address or not.
BLO & VC staff demands bribery. What should I do?
Ans. Report the matter to the O/o District Election Officer concerned or to the Anti Corruption Branch
My form was rejected with the remarks that the same was incomplete. BLO should have pointed out such shortcomings to me. Now what should I do?
Ans. Applicant is required to submit the form duly completed in all respect, however once the form is rejected on the above stated ground, the applicant is required to apply afresh.
I am an Army officer, is these any special form for me. I have heard about Form No 0.05; what is this for?
Ans. Serving Army personnel have two options. One is to enroll his name in the Service Voters list at his native place, for which he is required to submit Form 2 to his record office/Unit, wherefrom it is forwarded duly verified, to the CEO Office of the concerned state . Secondly, He may get his name enrolled in the general voter list at the place of his posting.
An MP/MLA/Counselor/ Gazetted Officer has certified my identity on his/her Letter Head but BLO/ VC Staff are not accepting this as a valid proof.
Ans. ERO/AERO have the prerogative to reject/ seek re-verification, if the proof of identity submitted by the applicant , is not found satisfactory.
I have lost my EPIC. Which Form to fill now?
Ans. Applicant is issued prefilled form No 2 at the Voter center for issuance of duplicate EPIC, subject to submission of fee of Rs 25 and a declaration about loss of EPIC.
BLO rejected my form without telling any reason to me during his visit for verification at my home.
Ans. BLO is no authority to reject your application, However in case your application is rejected by the registering authority i.e ERO/ AERO and you are not satisfied with the reason given, you may file an appeal with the appellate Authority i.e District Election Officer, within 15 days of rejection
