NOTIFICATION BY GOVERNMENT OFFICE OF CEO, TELANGANA :
ELECTION COMMISSION OF INDIA NOTIFICATION UNDER SECTIONS 150, 30 AND 56 OF THE REPRESENTATION OF THE PEOPLE ACT, 1951 (43 OF 1951) FOR THE BYE-ELECTION TO 35-NARAYANKHED ASSEMBLY CONSTITUENCY.

The following notification of the Election Commission of India, New Delhi, No. 100/TEL-LA/1/2016, dated 20th January, 2016 / 30 Pausha, 1937 (Saka) is published
Whereas, the seat of Sri Patlolla Kista Reddy, in the Legislative Assembly of the Telangana State, elected from 35-Narayankhed Assembly Constituency has become vacant on 25th August, 2015, by reason of death; and
Whereas, a bye-election is to be held for the purpose of filling the vacancy so caused;
Now, therefore, in pursuance of Section 150, Sections 30 and 56 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby:-
NOTIFICATION :
No.100/TEL-LA/1/2016: – Whereas, the seat of Sri Patlolla Kista Reddy, in the Legislative Assembly of the Telangana State, elected from 35-Narayankhed Assembly Constituency has become vacant on 25th August, 2015, by reason of death; and
Whereas, a bye-election is to be held for the purpose of filling the vacancy so caused;
Now, therefore, in pursuance of Section 150, Sections 30 and 56 of the Representation of the People Act, 1951 (43 of 1951), the Election Commission of India hereby:-
(A) Calls upon the said 35-Narayankhed Assembly Constituency in the State of Telangana to elect, before the 18th February, 2016 (Thursday) and in accordance with the provisions of the said Act and of the rules and orders made thereunder, a person for the purpose of filling the said vacancy in the Legislative Assembly of the State; and
(B) Appoints, with respect to the said election –
(a) the 27th January, 2016 (Wednesday), as the last date for making nominations;
(b) the 28th January, 2016 (Thursday), as the date for the scrutiny of nominations;
(c) the 30th January, 2016 (Saturday), as the last date for the withdrawal of candidatures;
(d) the 13th February, 2016 (Saturday), as the date, on which a poll shall, if necessary, be taken;
(e) the 18th February, 2016 (Thursday), as the date before which the election shall be completed; and
(C) Fixes the hours from 7.00 A.M. to 5.00 P.M, as the hours during which the poll shall, if necessary, be taken on the date specified above for the election.
ELECTORAL ROLL :
The Electoral Roll for the States of Uttar Pradesh, Karnataka, Madhya Pradesh and Punjab with reference to 01.01.2016 has been finally published in the states on 11.01.2016. The Electoral Roll for the States of Tripura with reference to 01.01.2016 has been finally published in the state on 05.01.2016. The Electoral Roll for the State of Maharashtra with reference to 01.01.2016 will be finally published in the state on 16.01.2016. The bye-election from 31-Harlakhee AC of Bihar State & 35-Narayankhed AC of Telangana State will be held with the existing electoral.
ELECTRONIC VOTING MACHINES (EVMS) :
The Commission has decided to use EVMs in the bye-elections in all the polling stations of these States. Adequate numbers of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
IDENTIFICATION OF VOTERS :
The Commission has decided that the voter’s identification shall be mandatory in the aforementioned bye-elections at the time of poll. Elector’s Photo Identity Card (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-elections.
MODEL CODE OF CONDUCT :
The Model Code of Conduct shall come into force with immediate effect in the district in which the whole or any part of the Assembly Constituencies going for bye-elections is included, subject to partial modification as issued vide Commission’s instruction No. 437/INST/2012/CC&BE, dated 26th April, 2012 and 21st October, 2013 (available on the Commission’s website). The Model Code of Conduct shall be applicable to all candidates, political parties and the State Governments. The Model Code of Conductshall also be applicable to the Union Government in respect of the above districts of the State concerned
