The Commission had announced bye-election from 72-Lohardaga (ST) Assembly Constituency to fill vacancy in the Legislative Assembly of Jharkhand vide its Press Note No. ECI/PN/60/2015 Dated 21St October, 2015. The date of poll of the bye-election in Jharkhand is on 21st November, 2015 and counting is on 214th November, 2015
Now State Election Commissioner, Jharkhand has informed that 3-Tier Panchayat Elections has already been notified in Jharkhand 8th October, 2015 and the elections are being conducted in four phases in jharkhand on 22nd & 28th November, 2015 and 5th & 12th December, 2015 and the counting dates are 6th, 13th, 19th December, 2015.
It has been requested by State Election Commissioner to reschedule the bye—election of 72-Lohardaga (ST) Assembly Constituency as the schedule coincides with the schedule of Panchayat Elections and also due to administrative reasons.
Having considered the matter, the Commission hereby rescinds its announcement of bye-election from 72—Lohardaga (ST) Assembly Constituency in the Legisiative Assembly otharkhand made vide its Press Note No. ECl/PN/60/2015 Dated 21St October, 2015. The Commission has decided to hold bye-elections to fill these vacancies as per the following schedule :

2 Last date of making Nominations 04.11.2015 (Wednesday)
3 Scrutiny of Nominations 05.11.2015 (Thursday)
4 Last date for withdrawal of Candidatures 07.11.2015 (Saturday)
5 Date of Poll 21.11.2015 (Saturday)
6 Counting of Votes 24.11.2015 (Tuesday)
7 Date before which election shall 26.11.2015(Thursday) be completed
Electoral Roll
The electoral rolls of the States mentioned above that contains Parliamentary and Assembly Constituencies have been revised with reference to 01.01.2015 as the qualifying date and have been finally published on 05.01.2015 except Jharkhand, Mizoram and Telangana. The date of final publication of Jharkhand is as on 19.03.2015. Telangana is as on 17.01.2015 and Mizoram is as on 15.01.2015
Electronic Voting Machines (EVMs)
The Commission has decided to use EVNIs in the bye-election in all the polling stations. Adequate numbers of EVIVIs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
Identification of Voters
The Commission has decided that the voter’s identification shall be mandatory in the aforementioned bye- election at the time of poll. Elector’s Photo Identity Card (EPIC) shall be the main document of identification of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the Electoral Rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-election
Model Code of Conduct
The Model Code of Conduct shall come into force with immediate effect in the district(s) in which the whole or any part of the Assembly Constituency going for bye- eiection is included, subject to partial modification as issued vide Commission’s instruction No. 437/lNST12012ICC&BE, dated 26th April, 2012(available on the Commission’s website). The Model Code of Conduct shall be applicable to all candidates, political parties and the State Government concerned. The Model Code of Conduct shall also be applicable to the Union Government in respect of the above district(s) of the State concerned.
